Driveway Permit

All residents wanting to place a driveway or field entrance off of a county road are required to obtain a driveway permit from the Newton County Highway Department. To receive a permit, a resident must mark the entrance location and come into NCHD with the following information:

  • Address of property (if address has not be established, we will need the subdivision lot number, coordinates, or nearest crossroads)
  • Name and current address of applicant
  • Phone number where applicant can be reached
  • $50 cash or check to be payable to Newton County Treasurer

Once the driveway permit and payment have been submitted, the Pipe and Tile Foreman will inspect the property to determine if the entrance requires a culvert. The applicant will then be notified within 5 business days. If no culvert is needed, the applicant may proceed with the entrance. If a culvert is required, the Foreman will advise of the specifications to which the entrance must adhere.

Road Cut Permit

In order to cut into or bore under a county road or a county road right of way (ROW), a road cut permit is required. To receive a permit, a resident must come into NCHD with the following information:

  • Legal description of the location (section, township number, range, and township name)
  • Exact location
  • Type of road surface
  • Purpose
  • Nature of opening to be made
  • Sketch
  • Application fee: a minimum amount of $100 or a fee of $0.25 per foot for encroachment upon the county road or county ROW, whichever is greater. Cash or check payable to Newton County Treasurer

Once the road cut permit and payment have been submitted, the Highway Superintendent will inspect the location. If he/she has no objections, he/she will submit the application to the Newton County Commissioners for review. If approved by the Commissioners, the applicant may proceed with road cut/bore following the guidelines outlined on the permit application.
